Geographic string representations (DMS) enhancements

DMS support (parsing, formatting) for geographic positions and boxes was implemented in #173.

Candidate enhancements after the initial implementation:

• Dms class: compass point / cardinal direction symbol configuration
• Geographic geographic coordinate accuracy levels as enum
  • see table https://en.wikipedia.org/wiki/Decimal_degrees
  • then use this enum to set number of decimals for dd, dm or dms formats
• localization support ported from https://github.com/chrisveness/geodesy/blob/master/dms.js
• latLonAsText templates ala https://postgis.net/docs/ST_AsLatLonText.html
• double extensions
  • ie. conversions between m / km - miles / ft - nm
