Is there any plans to ship nats.c as a conan package?

@nrvnrvn Sorry for the delay. I haven't had a chance to really look what I would have to do to make this available as a conan package. If you are willing to contribute, I would gladly review.

I am currently playing with creating a recipe for it. Once I have first test results I will come back to you.

I have written a conan package if someone would like to take custody of it and add it to conan center.
