Search Hooks useless on no result

If the default search mechanism has no corresponding result, the do_search_process hook is completely useless, whereas its the only hook to easily inject new results into the process. In my case its the use of tags, which should be also used for a search. but if i search for a tag which isnt written in any thread, the hook is never called.

Is it possible to get a new hook for those result count like in search.php line 267. Those checks are the KO for every search hook.
