The basic gist is that a simple uninstallcheck_script proceeds with item removal on exit code 1, rather than skipping removal.
Tested on macOS 10.13 running Munki v3.6.2.3776, and on macOS 10.14 running Munki v3.7.0.3855.
Update: this behavior appears to be caused by Munki using aspects of multiple pkginfo files, but the pkginfo file that governs the final behavior is the oldest version. Full details in the linked munki-discuss thread above.
