Add end-users Comment component support

Summary

Allow end-users to leave comments on the internal tools using a Comment component.

Motivation

When we moved https://tools-private.mui.com/prod/pages/overdueInvoices from Google Sheet to Toolpad, we lost the ability to ping and collaborate inside the app (Slack / Email is possible, but have to go back and forth)

Context

It's different from #416 and #417 that is about leaving comments as "Editors", not as "End-users" (this issue).
