Offer option to require e-mail address and account activation

As an operator of a Wakapi instance, I may want to allow user registration, but restrict it to users with legitimate e-mail addresses for slightly improved security. It would be nice to have a config option to require account activation via e-mail confirmation. If this is required, specifying an e-mail address must be mandatory for new users.

In this case you could disable the setting of the initial password and instead trigger a password reset mail with the login request.
