Better layout and new button in Console header region

Currently, the Console has a clear button:

This button should not be on a row below the title, but instead it should be small and of a similar size as the maximize button at the right. Also, there should be a new check box to switch on/off the displaying of the Console. This is for performance reasons, displaying the console output is sometimes too slow. There should also be a programatic way to switch on/off console output from the main Halcyon API.
