We could provide this as a script in bin as well as tie it into hashing (or possibly expanding it into a hot and cold style of hashing).

Either way, I'd probably at least keep a demo plugin in core and provide the functionality there.

Hopefully my pull of your updates into extras didn't cause issues.

I guess the script should be in the core.
