Don't allow the same source file to be submitted for subsequent versions #2892

Follow up for #2497 - after we support source file uploads it would be good to be able to prevent developers from accidentally submitting the source from a previous version for the following one (i.e. a new version with minified code has been created, but they forgot to re-zip the readable source, so the source for the older version is sent). This cut down on the occasions where AMO reviewers have to reject the version because the source code submitted can't be built into the released xpi.
