Seleting container in address bar always prompts for a different container

Before submitting a bug report

• I updated to the latest version of Multi-Account Container and tested if I can reproduce the issue
• I searched for existing reports to see if it hasn't already been reported

Step to reproduce

In the address bar, select a container other than the current container.

Actual behavior

A prompt opens with a different container the default, so you have to click the other button that is for the container you selected.

Expected behavior

Change container or open new tab with that container.

Selecting the option "Replace tab instead of creating a new one" makes this not happen.
