Implement return to current location when panning in Map View #564

When the user pans around the Map View, a button to return to the user’s current location should appear on the bottom-right side underneath the map.

When tapped:

Map automatically pans to user’s current location
If any card is currently selected, it should animate out
Seen on animation, but don’t do it: the closest place around the current location is selected
