Resolves #207 - Adding automated tests to CI (#213)

* Got basic tests working with selenium.

* Working on running in github ci

* Moving ci tests into container

* working on ci

* Slimming down dockerfile packages

* Cleaning up code a bit.

* Adding lint checks. Ran prettier

* renaming test to test:local

* Prefixing local/github test scripts with tcs for 'task cluster skip'

* updating readme with testing locally section

* Switched waitForLoad in unit test to use a debounce timer

* ran format
