Consider Proto for version management of Bun and maybe Python #633

I haven't taken any time to look at this yet but it appears Proto can do version management for Bun. There is also experimental support for Python. I currently recommend using pyenv for Python version support in the README/CONTRIBUTING documentation.

I'm not sure I actually recommend Proto but it would be nice to be able to manage our version support all with one tool.
