Add 'select all' for tags when filtering resources

When you want to search for a resource, include a 'select all tags' option.

What do you mean by select all tags? I don't quite understand... do you mean all tags that we have?

It's a button that says "select all" so that you can select all the tags
without needing to click on each one.
