Loadouts Not Equipping

It doesn't seem to want to Equip Loadouts. I have Always Listening ON... I say my activate word "ghost" and "load dungeon" (my test words for equipping a loadout to see if it works) and the loadout name: "Entrance" (for example) ... but all it does it open the drop-down search on my character where the loadout list is (photos attached). It doesn't equip anything, no matter how I change the command words or how simply I name the loadout. It only opens the loadout search menu.

Am I doing something wrong?
