Create Hipcheck website

Hipcheck today doesn't have a website, even a simple one, and we're worse off for it. We need a site that clearly explains what Hipcheck is, the value it provides, and how to use it. Ideally it'll have both the "quick" onboarding / overview material and also more detailed documentation. This is part of providing a clear user experience for Hipcheck as a product, given that the intent for it is to be a tool for operators managing software supply chain security risk.
