Implement method for parsing YAML format attestation

SAF CLI documentation specifies that yaml formatted manual attestations can be applied to an HDF control file, but this is not true. There is some code written in the SAF CLI to do this, but after testing it the HDF control file goes unmodified after applying a yaml formatted attestation to the profile control.
