Why do we need this ?

Currently, the _set_unused_repos_as_inactive method defies the single responsibility, that a method should have.
Decouple it and create APIs for each small part.

Acceptance Criteria

  • Decoupled logical methods
  • Decoupled APIs
  • BFF updated to use all the decoupled APIs.
