Managing "multi sites" feature from main admin control panel

First of all, congratulations on the fantastic piece of work you have done.

What I am wondering, is if there is any way of managing the "multi site" feature from the main control panel (i.e: test.com/admin) where I can create, edit, delete such sites, including associating users with those sites.

For example:

1. Create new user
2. Toggle multi-site option
3. Result is for a new user with a multi site configuration
