Brief description of your issue

I can use a configuration to install a package on ARM64

Steps to reproduce

Attempt to use Microsoft.WinGet.DSC to install a package in a WinGet configuration

Expected behavior

The package would be installed

Actual behavior

Loading the module for the configuration unit failed

Environment

WinGet 1.8-preview
