Keep tabs the same size until mouse leaves tabs

Basically, what I'd like to see is similar to this issue that was raised for Atom: atom/tabs#300

I would like the tabs to only be resized after the mouse moves away from them. This same behaviour is present in other tabbed interfaces, like Google Chrome tabs etc. and it makes it so much easier to close multiple tabs in a row using your mouse, because the close button for each tab will fall exactly in the same place.

Compare this with VS Code behaviour, where you have to constantly move your mouse left/right to find the close button:

• Allow to close multiple tabs without moving the mouse after closing one (#40290)
• Mouse scroll wheel on tabs should switch tabs (#13902)
