Extend Runtime Capabilities Analysis (RCA) to support more advanced scenarios

Extending RCA to support the following more advanced scenarios:

• Detailed analysis for closures.
• Detect dynamic results being used as output in entry-point operations.
• RCA for array inside a tuple across callable boundary always treated as dynamically sized #1391
• Support aggregating generators for classically dynamic callable selection #1392
• Disallow dynamic measurements and reset on targets that do not have the reset capability.
• Make RCA callable overrides "runtime-only" instead of creating a generator set for them (since it's only one - Length - and it needs to be done at "runtime" anyway).
