Toast notification to start tour does not appear for new users

According to the docs, if it is your first time opening a workspace with one or more tours, you should see a toast notification that will allow you to start the tour. However, I don't see this happening. I developed a project that has a few tours to guide learners through the codebase and cloned that codebase to a VM. When I open the newly cloned codebase into a new workspace, I don't see the toast.
