Cannot migrate to Azure SQL Database

Hello,
I am trying to migrate my MSSQL database to Azure SQL Database, but I get stuck on Step 4: Azure SQL target. The Location and Resource group are empty and it says respectively "No locations found" and "No resource groups found". This prevents me from continuing with the migration.
