Can't rename or add Juypter notebooks

Managing Juypter notebooks needs refinement. I'm not able to rename or add notebooks that have been removed.

Ability to rename notebooks and add notebooks that have been removed.

External management.

Repo steps:

1. Select Juypter notebook tab.
2. Create Juypter book
3. Right click on the book to add a notebook, give it a title and file location.
4. Right click on the new notebook. There is no way to rename it.
5. Right click on the notebook and remove it.
6. Right click on the top-level Juypter book. There is no way to re-add the book we just removed.
