I'd be surprised if this hasn't already been requested, but I can't find any issue for it. "Refactor | Move to a new file" already exists, but more often than not, what I really want is to move a symbol to an existing file. Without editor support, I have to manually update all of the imports that reference the symbol.

So what I propose is "Refactor | Move to an existing file".

This is for JavaScript or TypeScript, correct?

Typescript, yes.
