When popping out an inner element with a Z translation and preserve-3d on the root element, the inner element does not receive the glare effect as expected, only the "ground-level" items do. It would be great if inner elements translated in this way could also have glare effects applied (perhaps an additional "glare" element could be added for these translated layers?)

Do you have an online example? It is easier to understand.

Sure thing, I created this sample page to demonstrate. Thanks!

The glare effect only works on parallax inner elements in Chrome. I wasn't able to get an effect to happen in Edge, Safari, or Firefox.

Huh, you're right, the regular Chrome distribution does indeed apply the glare to parallax inner elements, but Chrome Canary does not. (I had only checked Chrome Canary, Safari Technology Preview, and Firefox Nightly before creating the issue, didn't think to check the regular builds).
