AS A [user],
I WANT TO [create alarm dump from time series],
SO THAT [I can store data for futher data processing]

We need to create action response on alarms - this should create parametrized past-future data dump.
For instance: In case of Alaram appeard (some data have read treshold) - we store data dump 5 minutes back and 5 minutes ahead.
This functionality is requred for Use Case Example.
