Implement Irrational Fractions

I WANT TO [create or declare a streams/TS intensity as irrational fraction speed],
SO THAT [I can get non-regular speeds of stream in system]

There is https://github.com/michalwidera/equations repository that covers Eisenstein Fractions operations on stream. The goal of this issue is to implement these equations in system and make possible to create and process streams/TS like:
DECLARE a BYTE STREAM data, 1/2+1w
Where w means omega and it is irrational fraction.
