review abnormal rod electrophysiology MP:0004021

This has the synonym 'abnormal scotopic response' typically measured as ERG a-wave and b-wave but we have separate terms for a-wave and b-wave phenotypes that are not connected to rod or cone electrophysiology.

Many of the annotations to MP:0004021 specify a-wave or b-wave abnormalities. We should review these to figure out how they should be connected.
