windows 11 22h2
latest npcap driver is installed.
latest libtins x64 installed using vcpkg.
Everything compiles ok.

Running the arp monitor example code found on the website.

Error: live packet capture not supported on this system

Running as admin makes no difference
Wireshark works fine
Completely out of ideas.
