Allow Patient Deletion in Sandbox from Dashboard

Problem

I want to be able to delete patients from the Sandbox env without using the API.

Suggested solution

Add a button into the patient edit modal/screen that allows someone to delete a user. Probably should add a confirmatory modal with some demographics info to confirm. Perhaps this should be a Sandbox only feature.
