改善 build docker image 的效率 #42

目前 build 一次 image 要 5 ~ 10 分鐘，雖然沒有慢到無法忍受，但能快一點會更好。
docker 有支援 github actions cache 我認為是個值得嘗試的方式。
其他或許要從 Dockerfile 下手？
