Labels on the NA & HG latency tests are misleading

in the NA latency test, the latency column tells the roundtrip times divided by two, while in the HG latency test, the latency column tells the roundtrip times. We should change the column labels to call this out, or else use the same figure in both places, so that the results are easier to compare.
