Monitor connection status from webapp to gateway (Heartbeat checks)

watchgate.azurewebsites.net

When status is red, monitoring is based off last sms sent for that project. Sometimes, no one is sending sms and team would like foolproof methodology for monitoring this status. We could create thresholds and averages per district to alleviate false alarms.
Exclamation sign (!) on gateway or monitoring means there is no communication to webapp. We should pull basic statistics on server to ensure it's running normally.
