Overlay actions are one of the few elements of Puck that are not customisable. We should explore APIs to:

  1. Add additional controls
  2. Remove existing controls
  3. Hide the controls entirely
  4. Render a completely custom interface, using overrides
  5. (Potentially) Inject controls via a portal
