Can't save data to SD Card #11483

Expected Behavior

As #10748 suggested, all data can be saved to SD card.

Current Behavior

Can't save data to SD, especially video data.

Steps to Reproduce:

Please provide an unambiguous set of steps to reproduce the current behavior

Install 4.3.0 release version
run the QGroundControl, check "Save application data to SD Card"
kill the application and then reboot
QGroundControl popup message windows, see below:
100% fail (Maybe android API related, but need to check)

System Information

When posting bug reports, include the following information

Redmi Note 5A
QGC Version: 4.3.0
QGC build: released binary from github
Flight Controller: Not related
Autopilot (with version): Not related

Xiaomi Note 5A

Xiaomi Pad
