E-Mail Builder doesn't work right in multi instance installations - rights problem?!

Mautic Version 5.0.4 - updated from 4.4.10 via commandline

PHP version: 8.1.27

What browsers are you seeing the problem on?

What happened?

I have a multi user instance. User1 with more rights, User2 should only writing mails but not things from others changing and so on.
User1 has my role "Superuser" (with more rights, nearly an Admin)
User2 has the role "User"

User 2 (User Role) has that e-mail authorizations

If user2 wants to edit his mails (Template "Confirm Me", the e-mail editor displays nothing. But all can adjusted to write a new text in the editor window.

User1 has "Superuser" rights and here are more other authorizations - and here works the e-mail editor.
But i don't find out yet, which permissions are the reason for that.

I my opinion with the e-mail rights above the mail editor should work.

How can we reproduce this issue?
