What happened?

As here written here: #13640
i don't see in seqments the contacts at the bottom:
I found out why: Its a rights bug in Mautic

I have 3 Users:
-Admin,

• User1 (me) - Role User - not Admin!
• User2 (my wife) - Role User - not Admin!
  I want that every user has only access to his own contacts

I work normal logged in as User1 - here in the segments i can't see the contacts below. I'm the owner of these contacts as User1

My rights as User1 in the Role "User"

If i edit the User role / Contact rights to this, it works (but that is wrong):
