As per quarto-dev/quarto-cli#463 (comment), it seems like custom output formats are not supported yet, but should be in the next several months. In the meantime, support could probably happen via lots of YAML configuration but may or may not be worth it...

Quarto is now ready for custom formats so maybe a good time to port it. Also, maybe rewrite your pandoc filters as Lua filters to remove the Python runtime dependency...
