Arrange "Explore" posts by popularity on the local instance

Pitch

I'm proposing to arrange posts in "Explore" tab by popularity on the instance (i.e. local replies, reposts and likes). This will increase the chance that posts there will be in topic or language of the instance.

Motivation

I'm seeing a lot of posts that are irrelevant to the topic or language of the instance (there's little sense in seeing uspol posts on Russian-speaking instance for example). As I understand, these posts are just popular on the federation, but that doesn't mean they will be popular locally. Implementing my proposal will increase the chance that posts in the "Explore" tab will be more relevant.
