5G UEs are not functional with Magma-Core

Describe the Issue

• Cell phone not showing 5G Signal after moving out from Airplane mode

To Reproduce

• Set the Airplane mode
• Set the Airplane mode off

Expected behavior

Cellphone should show 5G signal

In new phones it seems IMS feature is required. This feature is present in latest master/v1.9 but disabled by default.
Will change the behavior to have IMS = true by default and update.
