When a vulnerability has been dismissed/ignored, we currently don't have a way of showing them anywhere.

Especially if we are adding things like "ignore all vulnerabilities in a given folder", we need to be able to present to that user that something is happening otherwise they might look at the app and not be able to determine if a scan has been successful or not.

Showing a vulnerability in the UI when it is dismissed helps a user to recognize when the scanner was successful.
