navigating to a ### entry using the toc doesn't highlight the entry in the toc

There's an issue with the TOC in general, in that it'll de-highlight an entry even when you're still well within in, because the heading has gone out of the viewport. I think this is down to the TOC now showing headings below <h3>, example:
