The modularity metric formula would divide by 0 since M = 0 when the graph size equals the same.
It would be 'natural' to return a set of singletons with Louvain but since it is based on maximizing the modularity metric, it should also be consistent with the latter's considerations.
How to handle the 0-edge case ?
Currently, both Louvain and Modularity modules throw.
