just run

scoop install winfetch

if you don't have the scoop package manager, you can run

Set-ExecutionPolicy -ExecutionPolicy RemoteSigned -Scope CurrentUser
Invoke-RestMethod -Uri https://get.scoop.sh | Invoke-Expression
