unique overlay effect setting for each game or game type (pixel, vector, etc.) or toggle effect using hot key? #336

I love using a scanline overlay effect with pixel games, however it looks awful 
for vector games. Is there a way to disable it per game?

Another port called advancemame supports per game configuration so you can have 
a unique overlay setting for each game so the overlay could be disabled 
depending on the game type. This would be awesome, yet I'm sure this would be a 
lot of work.

Alternatively, would it be possible to add support to automatically disable the 
overlay effect for vector games? Or, what about adding a hotkey that could 
toggle the enabling/disabling of the overlay effect?

And btw, thank you very much for all your hard work!!!
