<panel> does not work the same as 1.35 in 1.36 #45

in 1.35 the panel tab does not have these malsanitized "<P>" tags.
Also, text are not aligned, unlike in 1.35.

Does setting $wgPortableInfoboxUseTidy = false; fix the issue? That was one my concerns with #41, but I let it through and didn't have time to test that.
