Hidden menu bar is restored when moving Nemo with Alt+Left click

Reproduce bug:
In Nemo go to View menu and deselect Menu Bar, now it's hidden.
Press and hold Alt key and drag Nemo (Alt + left click), you see that the Menu Bar is back, and when you drop Nemo it is still there, so you have to press Alt again to remove it.

Expected:
Like on other applications, the Menu bar should display only when you release Alt key without any key or mouse/key combination.

Same issue when you switch virtual desktop with Ctrl+Alt+Left or Right, starting or ending on a focused Nemo.

Actually, there are two bugs:

1. The menubar should not be shown in the first place.
2. I need to hit alt twice for it to hide (see Alt+up leaves the menubar visible #1507).
