File choosing is typically provided by the underlying OS' presentation layer. If the user were running in GNOME, they would pick files with its requestor dialog.
Under SDL, support for this is unclear, but i wonder if someone made a nice thing that does this.
This would put us on a more even footing with AppleWin, which appears to delegate the service.

Request: if this wants to be done, consult AppleWin for what their functional separation is and match it closely.
